The USDOT has issued a Notice of Proposed Rulemaking (NPRM) in the Federal Register that proposes to add four Schedule II prescription drugs to DOT’s drug and alcohol testing regulations; hydrocodone, hydromorphone, oxycodone and oxymorphone.  To be deleted is methylenedioxyamphetamine as a confirmatory test analyte and added will be methylenedioxyamphetamine as a chemical substance to be analyzed.  The NPRM also clarifies that only urine specimens are authorized for DOT drug testing.  The deadline for comments to the proposal is March 24, 2017.

Secondly, FMCSA has begun its Annual Drug and Alcohol Information survey.  A sampling of motor carriers will be receiving requests for the results of their drug and alcohol testing programs for 2016.  The survey results will be analyzed to determine random testing rates in the future (presently set by FMCSA’s Administrator at 25% random sampling for drugs for 2017, 10% for alcohol).  Drivers and motor carriers who have questions about the survey are encouraged to contact FMCSA by email at or by phone at (202) 366-4844.
